Backflow Certification in Maine
Who Issues Certification?
The State of Maine regulates backflow testers through the Drinking Water Program (DWP) of the Maine Center for Disease Control & Prevention (Maine CDC), a division of the Maine Department of Health and Human Services (DHHS). Maine requires testers to be certified by one of three accepted third-party organizations: ASSE (American Society of Sanitary Engineering), ABPA (American Backflow Prevention Association), or NEWWA (New England Water Works Association).
Maine does not issue its own separate state certification — holding a valid ASSE, ABPA, or NEWWA certification is sufficient to test backflow devices in Maine. NEWWA is the dominant certifying body for backflow testers in New England and is widely recognized and accepted by Maine water utilities. Once certified, contact Maine DWP with any registration questions.

Where to Sign Up For Your Certification Exam
The backflow testing training course provider typically administers the certification exam (written and practical) at the end of the training course — confirm with your provider. For NEWWA certification, the written and practical exams are given on the last day of the 4-day course. Upon passing, NEWWA issues your certification card, which is accepted in Maine.

Recertification
Recertification is every three (3) years. NEWWA requires certified testers to complete 0.3 CEUs and pass a performance (hands-on) exam every 3 years. NEWWA offers both an in-person Recertification Review Training (with practical exam) and a 3-hour online review course paired with an online performance exam — though the online exam path can only be used in alternating renewal cycles.
